What is the EU Energy Performance of Buildings Directive (EPBD)?
The EU Energy Performance of Buildings Directive (EPBD) sets the framework for the energy performance of buildings in the EU. The authoritative version is the recast Directive (EU) 2024/1275.
As a directive, it does not apply directly but must be transposed into national law by the Member States — each with its own transposition deadlines. Statements about specific requirements, target years or definitions (such as zero-emission buildings) must be taken from the directive text or the national transposition.
Scope: the EPBD concerns the building level. At the product level, other instruments apply — the CPR (Regulation (EU) No 305/2011), the EPD (EN 15804) and the DPP (ESPR).
